Where the sales come from in Delaware
Every deed presented for recording must state the full value of the sale, or come with a sworn affidavit of value. The realty transfer tax is figured on that amount and paid when the deed is recorded, with documentary stamps on the deed or another proof of payment the Department of Finance allows (30 Del. C. § 5405). By law the tax 'is to be apportioned equally between grantor and grantee' (though § 5412 puts the burden on the grantor 'in the absence of an agreement to the contrary'), and a first-time home buyer's share is cut by ½ percent of the property's value, on up to $400,000 of it (§ 5402(a), (c)).
Realty transfer tax (30 Del. C. ch. 54), state plus county or town: State: 3% of value, or 2½ percent where the county or town has enacted the full 1½ percent local realty transfer tax (30 Del. C. §5402(a)). Local: up to 1.5%.
Delaware has 3 counties. Property Scan covers any of them, pulled on demand.
Every comp in a Property Scan report is a closed sale with a recorded price, adjusted for market time with the FHFA House Price Index for Delaware, which rose 3.3% in the four quarters to the second quarter of 2026 (how comps are chosen and adjusted).

Pricing opinions under Delaware rules
Delaware's license law defines a competitive market analysis (CMA) as a licensee service that estimates a listing or offering price from similar sold, pending and active properties. It treats 'broker price opinion' as another name for a CMA and says a CMA is not an appraisal.
“"Competitive market analysis" or "CMA" means a service provided by a licensee for the purpose of providing either a potential listing price or use or a potential offering price or use in a real estate services transaction. ... A CMA may also be referred to as a comparative market analysis, a comparable market analysis, a broker price opinion or broker's market analysis. A CMA is not an appraisal.”
Every Property Scan report says it's a comparative market analysis, not an appraisal. Not legal advice.
