Where the sales come from in Maine

When a deed is recorded at the county registry of deeds, it must come with a declaration of the value of the property. The transfer tax is figured on that value, split between buyer and seller. The State Tax Assessor then sends each declaration to the town's assessors.

Real estate transfer tax: '$2.20 for each $500 or fractional part of $500 of the value of the property transferred. When the value of the property being transferred exceeds $1,000,000, an additional tax at the rate of $3.80 for each $500 or fractional part of $500 of the value of the property transferred that exceeds $1,000,000 is imposed.' 'The tax is imposed 1/2 on the grantor and 1/2 on the grantee.' 36 M.R.S. § 4641-A

Maine has 16 counties. Property Scan covers any of them, pulled on demand.

Every comp in a Property Scan report is a closed sale with a recorded price, adjusted for market time with the FHFA House Price Index for Maine, which rose 1.1% in the four quarters to the second quarter of 2026 (how comps are chosen and adjusted).

Pricing opinions under Maine rules

In Maine, an opinion of market value by an active broker or associate broker, made for purposes other than a federally related transaction, is not appraisal activity. It must carry a set bold-print disclaimer. A separate rule says a broker may not give such an opinion on a deal where they or their agency will be paid. The exemption names brokers and associate brokers only.

“Real estate appraisal activity does not include: ... 2. Brokers or associate brokers. Appraisals or opinions of market value prepared by associate brokers or brokers who maintain active licenses pursuant to chapter 114 rendered for purposes other than for federally related transactions. ... Any opinion or appraisal of market value rendered under this section must contain the following language in bold print in a prominent location: "This opinion or appraisal was prepared solely for the client, for the purpose and function stated in this report and is not intended for subsequent use. It was not prepared by a licensed or certified appraiser and may not comply with the appraisal standards of the uniform standards of professional appraisal practice."”
32 M.R.S. § 14004(2); see also 32 M.R.S. § 13251-A

A Property Scan report prints “Comparative market analysis. Not an appraisal.” It doesn't print the statement this Maine rule sets out, so where the rule applies, add that statement before you give the report to anyone. Not legal advice.
