When the deed is recorded with the county register of deeds, state and county transfer tax is paid on the property's value. The deed must state that total value on its face, or come with an affidavit declaring it (MCL 207.525). Within 45 days the buyer must also tell the local assessor the actual price on a property transfer form, and the register of deeds tells the assessor about recorded transfers at least once a month (MCL 211.27a(10)).

State real estate transfer tax and county real estate transfer tax: The state tax is "$3.75 for each $500.00 or fraction of $500.00 of the total value" (MCL 207.525). The county tax is "55 cents in a county with a population of less than 2,000,000 and not more than 75 cents ... in a county with a population of 2,000,000 or more for each $500.00" (MCL 207.504).

Michigan has 83 counties. Property Scan covers any of them, pulled on demand.

Every comp in a Property Scan report is a closed sale with a recorded price, adjusted for market time with the FHFA House Price Index for Michigan, which rose 3.8% in the four quarters to the second quarter of 2026 (how comps are chosen and adjusted).

Pricing opinions under Michigan rules

A free market analysis by a licensee for a listing, purchase or sale is not an "appraisal" under the appraiser article. A paid analysis by a broker or associate broker (outside federally related transactions) must carry a bold-print notice that it is a market analysis, not an appraisal.

“A market analysis performed by a person that is licensed under article 25 solely for the purpose of assisting a customer or potential customer in determining the potential sale, purchase, or listing price of real property or the rental rate of real property as long as a fee or any other valuable consideration is not charged for that analysis.”
MCL 339.2601(a)(i); see also (a)(ii) for paid analyses, which must state in boldfaced print "This is a market analysis, not an appraisal and was prepared by a licensed real estate broker or associate broker, not a licensed appraiser."

A Property Scan report prints “Comparative market analysis. Not an appraisal.” It doesn't print the statement this Michigan rule sets out, so where the rule applies, add that statement before you give the report to anyone. Not legal advice.
