The transfer tax, paid by both buyer and seller when the deed is recorded at the county registry of deeds, is figured on the price. The proof of tax paid on the deed (the law's 'indicia of tax paid') 'shall indicate the full consideration paid' (RSA 78-B:4), and it goes on before the deed is recorded (RSA 78-B:6). Buyer and seller each also file a declaration of consideration with the state Department of Revenue Administration, no later than 30 days after the deed is recorded or the transfer, whichever is later. Each one affirms 'the full price or consideration paid', and the law makes the declaration 'prima facie evidence of the price or consideration paid' (RSA 78-B:10).
Real estate transfer tax (RSA 78-B): "$.75 per $100, or fractional part thereof, of the price or consideration for such sale, grant, or transfer; except that where the price or consideration is $4,000 or less there shall be a minimum tax of $20". The rate "shall apply to both the purchaser ... and the seller", so the total is $1.50 per $100 (RSA 78-B:1, 78-B:4, III).
New Hampshire has 10 counties. Property Scan covers any of them, pulled on demand.
Every comp in a Property Scan report is a closed sale with a recorded price, adjusted for market time with the FHFA House Price Index for New Hampshire, which rose 3.1% in the four quarters to the second quarter of 2026 (how comps are chosen and adjusted).

Pricing opinions under New Hampshire rules
New Hampshire's license law forbids taking pay for a CMA that depends on reaching a set value, and forbids a CMA on a property the agent has an interest in unless the report clearly says so.
“The following acts, conduct or practices are prohibited, and any licensee found guilty after a hearing shall be subject to disciplinary action as provided in RSA 310: ... XIV. Accepting employment or compensation for comparative market analysis of real property contingent upon reporting a predetermined value. XV. Issuing a comparative market analysis on any real property in which the broker or salesperson has an interest, unless such interest is clearly stated in the competitive market analysis report.”
Every Property Scan report says it's a comparative market analysis, not an appraisal. Not legal advice.
