Where the sales come from in Oregon

Oregon law requires every deed or contract that transfers ownership to state the true price, in dollars, on its face. The seller or the buyer makes that statement, and signing it certifies that it's true (ORS 93.030). The price is part of the public record when the deed is recorded with the county clerk.

Washington County real property transfer tax: In Washington County: "The tax is one dollar per thousand dollars of the selling price."

Oregon has 36 counties. Property Scan covers any of them, pulled on demand.

Every comp in a Property Scan report is a closed sale with a recorded price, adjusted for market time with the FHFA House Price Index for Oregon, which rose 0.3% in the four quarters to the second quarter of 2026 (how comps are chosen and adjusted).

Pricing opinions under Oregon rules

Oregon's license law defines a 'competitive market analysis' as the method a licensee uses to arrive at a recommended listing, selling or purchase price. It may be expressed as an opinion of value for a contemplated transaction. A written 'letter opinion' based on it must follow Real Estate Commissioner rules that distinguish it from an appraisal. A Real Estate Agency rule, OAR 863-015-0190, says a competitive market analysis or letter opinion must be in writing and contain at least eight items, including two disclaimers: that, unless the licensee is also licensed by the Appraiser Certification and Licensure Board, the report is not intended to meet the requirements of the Uniform Standards of Appraisal Practice; and that it is not intended as an appraisal, and the services of a competent professional licensed appraiser should be obtained if an appraisal is desired.

“'Competitive market analysis' means a method or process used by a real estate licensee in pursuing a listing agreement or in formulating an offer to acquire real estate in a transaction for the sale, lease, lease-option or exchange of real estate. The objective of competitive market analysis is a recommended listing, selling or purchase price or a lease or rental consideration. A competitive market analysis may be expressed as an opinion of the value of the real estate in a contemplated transaction. ... The Real Estate Commissioner by rule shall specify the minimum contents of a letter opinion, including but not limited to the distinction between a letter opinion and a real estate appraisal.”

A Property Scan report prints “Comparative market analysis. Not an appraisal.” It doesn't print the statement this Oregon rule sets out, so where the rule applies, add that statement before you give the report to anyone. Not legal advice.
