Where the sales come from in Rhode Island
Unless the parties agree otherwise, the seller pays the state conveyance tax when the deed is recorded in the city or town land records. The tax is figured on the price, 'inclusive of the value of any lien or encumbrance remaining' at the sale (R.I. Gen. Laws § 44-25-1). Documentary stamps showing the tax go on the deed so that 'Their denomination may be clearly determined', and only the original deed is accepted for recording (§ 44-25-3). The price can be worked out from the stamps.
Real estate conveyance tax: "a tax at the rate of three dollars and seventy-five cents ($3.75) for each five hundred dollars ($500), or fractional part of it". On residential sales above $800,000 there is an additional $3.75 per $500 on the amount over $800,000; that threshold is CPI-adjusted from 2026.
Rhode Island has 5 counties. Property Scan covers any of them, pulled on demand.
Every comp in a Property Scan report is a closed sale with a recorded price, adjusted for market time with the FHFA House Price Index for Rhode Island, which rose 4.7% in the four quarters to the second quarter of 2026 (how comps are chosen and adjusted).

Pricing opinions under Rhode Island rules
Rhode Island's license law covers licensees who prepare an 'opinion of value' for listing, purchase or sale. The appraiser law lets licensees give written or oral opinions of value in the ordinary course of business, as long as they are not called appraisals.
“this chapter does not preclude any person who holds a license pursuant to chapter 20.5 of this title and, in the ordinary course of business, from giving a written or oral opinion of value of real estate for the purposes of a prospective listing, purchase, sale, or business valuation; provided, however, that such opinion of value shall not be referred to as an appraisal.”
Every Property Scan report says it's a comparative market analysis, not an appraisal. Not legal advice.
