Where the sales come from in West Virginia
A deed can't be recorded with the county clerk unless it carries a signed "Declaration of Consideration or Value" and comes with a sales listing form, showing the price, for the State Tax Commissioner. The excise tax on the transfer is paid by stamps figured on that value.
Excise tax on the privilege of transferring real property: State: "$1.10 for each $500 value or fraction thereof" (part kept by the county). County: "55 cents for each $500 value or fraction thereof", which a county may raise to "not to exceed $1.65 for each $500 value". Paid by the grantor unless the grantee accepts the deed without the tax (W. Va. Code § 11-22-2).
West Virginia has 55 counties. Property Scan covers any of them, pulled on demand.
Every comp in a Property Scan report is a closed sale with a recorded price, adjusted for market time with the FHFA House Price Index for West Virginia, which rose 5.6% in the four quarters to the second quarter of 2026 (how comps are chosen and adjusted).

Pricing opinions under West Virginia rules
West Virginia's appraiser licensing law doesn't apply to a licensed broker or salesperson who, in ordinary business, gives a recommended listing price or purchase price. This holds only if it isn't called an appraisal, no opinion of "value" is given, and no fee is charged. A paid price opinion falls outside this exemption.
“This article does not apply to: (1) A real estate broker or salesperson licensed by this state who, in the ordinary course of his or her business, gives an opinion to a potential seller or third party as to the recommended listing price of real estate or an opinion to a potential purchaser or third party as to the recommended purchase price of real estate, when this opinion as to the listing price or the purchase price is not to be referred to as an appraisal, no opinion is rendered as to the value of the real estate and no fee is charged”
Every Property Scan report says it's a comparative market analysis, not an appraisal. Not legal advice.
